In an opinion piece in Monday&#39;s Baltimore Sun, Governor O&#39;Malley pledged to continue and strengthen Maryland&#39;s cyber security industry, thereby better securing networks, protecting crucial information, and creating thousands of new jobs.
O&#39;Malley used the recent cyber attack on Google to highlight the seriousness of the issue &#45; how consumer information, business records, and classified documents can be vulnerable if proper safeguards are not in place:

&quot;In an era where our economy, our infrastructure and the well&#45;being of our families are so interconnected and dependent upon computers and cyberspace, one of our top priorities must be cyber security. In Maryland, we are addressing this challenge head&#45;on.&quot;

Our state certainly has a lot to protect: the tech industry is one of Maryland&#39;s greatest economic assets, with more than 250,000 Marylanders working in the technology field. In the midst of a recession, the Maryland tech sector saw 7.2 percent job growth in one year &#45; the fastest in the nation. In addition, thanks to the Governor&#39;s leadership, the military&#39;s U.S. Cyber Command will be established in Maryland &#45; creating 10,000 to 15,000 new jobs.
That makes this renewed commitment to cyber security evermore crucial. &quot;We &#45; government, the private sector and industry &#45;&#45; must work together at every level to ensure the security of our digital infrastructure now and in the future,&quot; wrote O&#39;Malley.
However, it&#39;s not all about the technology itself &#45; education is an essential component of the Governor&#39;s cyber security policy. &quot;We must ensure that our citizens &#45; the college student doing homework on a laptop computer in a dorm, the online shopper, the small business owner managing inventory online, or the CEO overseeing a multibillion&#45;dollar corporation &#45; are aware, informed and educated about the risks inherent in a global online community.&quot;
Says O&#39;Malley: &quot;Maryland is answering President Obama&#39;s call to action to not only ensure the security of our digital infrastructure now, and in the future, but to also ensure economic prosperity with thousands of new cyber security posts.&quot;

      <title>Gov. O&#8217;Malley introduces legislation to protect Marylanders from sexual predators</title>

      <description>Governor O&#39;Malley announced a series of legislative initiatives targeted at protecting Maryland families from sexual predators including lifetime supervision for certain sex offenses and reconstituting the sexual offender advisory board.

Today, Governor O&amp;rsquo;Malley announced a series of legislative initiatives targeted at protecting Maryland families from sexual predators and strict enforcement of sex offender laws, including lifetime supervision for certain sex offenses.
The Governor also announced legislation to reconstitute the Sexual Offender Advisory Board, and has asked former Maryland Attorney General Joseph Curran to serve as Chair.&amp;nbsp;
Legislative initiatives aimed at protecting Maryland families:
Sexual Offenders &amp;ndash; Lifetime Supervision
The bill requires that courts sentence certain serious sex offenders (convicted of first degree rape/attempt; second degree rape/attempt; first degree sexual offense/attempt; certain second and third degree&amp;nbsp;sexual offenses; certain sexual abuse of a minor) and sexual offenders with multiple offenses to mandatory lifetime supervision.&amp;nbsp; This lifetime supervision must be consecutive to any sentence or probationary term imposed for the underlying offense.&amp;nbsp; The sentencing court must order a presentence investigation prior to imposing the conditions of this lifetime supervision, which may include GPS monitoring.&amp;nbsp; The bill also provides for criminal penalties for violations and provides that any sentence imposed for a violation of lifetime supervision is not subject to dimunition credits.
The bill further provides that, following the original sentence and an additional three years of lifetime supervision, a person may petition the sentencing court for discharge from this supervision.&amp;nbsp; In order to file a petition, a person must have a recommendation from their supervising agent and a risk assessment conducted by a sexual offender treatment provider.&amp;nbsp; A sentencing court may not discharge a person from lifetime supervision unless there is a finding that the person no longer poses an unacceptable risk to community safety.&amp;nbsp;
Sexual Offender Advisory Board
This bill reconstitutes the Sexual Offender Advisory Board to be compromised of persons with specialized knowledge of sex offenders so that the Board can effectively make policy recommendations on how to best manage sex offenders and protect the public.&amp;nbsp; The bill also alters the charge of the Board, directing the Board to: review the laws and practices in Maryland, including our registration requirements; work with the Judiciary to develop risk&#45;assessment criteria for the lifetime supervision offenders; make recommendations for the treatment and management of sex offenders; develop standards for a statewide certification process for sexual offender treatment providers; and make recommendations regarding the training of sexual offender management teams.&amp;nbsp;
Criminal Procedure &#45; Sex Offenders &#45; Notification and Registration
This proposal would bring the State into compliance with the federal Sex Offender Registration and Notification Act (SORNA) (also known as the Adam Walsh Act), which creates minimum standards for sex offender registration.&amp;nbsp; States have been given until July 2010 to come into &amp;ldquo;substantial&amp;rdquo; compliance or risk the loss of Byrne grant funds.&amp;nbsp; The most significant changes include: making the registration requirements retroactive; re&#45;classifying the sex offense categories; and requiring juvenile offenders to register publicly if convicted in adult court or if adjudicated delinquent for serious sexual offenses and at least 14 years of age.
Sexual Offender Registration &amp;ndash; Indecent Exposure and Possession of Child Pornography
This bill would allow a judge to order a person convicted of (1) possession of child pornography; or (2) indecent exposure in the presence of a minor to register as a sexual offender. Currently, these crimes are not included on the Maryland registry and judges have no authority to order an offender to register for these offenses.&amp;nbsp;
Registration of Sexual Offenders &amp;ndash; Continuing Course of Conduct
This bill adds the crime of Continuing Course of Conduct with Child to the category of offenses for which a sexual offender, under certain circumstances, must register for life.&amp;nbsp; The elements of &amp;nbsp;the crime of &amp;ldquo;Continuing Course of Conduct&amp;rdquo; are: the commission of one or more of the following crimes at least three times over the course of 90 days to a child under the age of 14: first degree Rape; second degree Rape; first degree Sex Offense; second degree Sex Offense; third degree Sex Offense.&amp;nbsp; Under current law, a conviction for any of the offenses, against a child under the age of 15, requires lifetime registration as a Child Sexual Offender. &amp;nbsp;However, a conviction for Continuing Course of Conduct (three of these acts) gives a judge the discretion to order registration, but only 10 years as an Offender.&amp;nbsp; This bill would remedy the inconsistency in the law and require similar registration guidelines for individuals who commit equally violent sex offenses.
Criminal Background Investigations &amp;ndash; Employees of Facilities and Other Individuals that Care for or Supervise Children
This bill expands the categories of individuals who will be required to have a State and Federal background check.&amp;nbsp; It requires background checks for employees of private entities running recreation centers as well as for employees of home health or residential service agencies licensed to provide home or community based health services for minors.&amp;nbsp;</description>

      <description>Later today, I&#39;ll formally introduce our administration&#39;s fiscal year 2011 budget – but I wanted to share some important details about it with you before I do. As with previous budgets, we kept two fundamental goals in mind when formulating this year&#39;s proposal.
First, we knew we had to maintain our commitment to fiscal responsibility, which has put Maryland in a position to emerge from the recession faster than most other states. By restoring fiscal responsibility, we are creating an environment to generate jobs and foster economic growth in our state. Our unemployment rate remains 25% lower than the national average, and we beat out all but two other states in job growth last year.
Balanced books have put us on the path back to economic recovery, and I&#39;m proposing $1 billion in additional cuts today that are a tough &amp;ndash; but critical &amp;ndash; part of continuing to grow Maryland&#39;s economy.
Second, it&#39;s crucial that we continue to protect our core priorities amid these necessary cuts.
Despite the challenges our state has faced during this recession, we&#39;ve managed to make important progress in job creation, public education, public safety, and environmental protection.
We can and must continue that progress. It&#39;s important for the quality of life of all Marylanders today, and for ensuring our state&#39;s prosperity in the years to come.
Our budget proposal will:

Continue to invest in our public schools, which Education Week recently ranked the best in the nation for the second year running. 
Dedicate $20 million to the Job Creation and Recovery Tax Credit, encouraging businesses to hire Marylanders this year. 
Support more than 20,000 construction jobs over the next fiscal year through capital budget funding. 
Build on the progress we have made rebuilding our communities with the Sustainable Communities Tax Credit and support an additional 15,000 Maryland jobs. 
Double our investment in the 2010 Bay Trust Fund over fiscal year 2010 to continue restoring our Bay. 
Continue funding health care coverage for low&#45;income children and adults. Since Lt. Gov. Brown and I took office, our administration has expanded health care coverage to include 200,000 more Marylanders.

During those three months, Ehrlich and the Republicans will be able to raise money from right&#45;wingers across the country, while Governor O&#39;Malley is fighting to create jobs and protect Maryland&#39;s schools.

Today, Governor O&#39;Malley announced a public&#45;private partnership with Ports America that will bring 5,700 new jobs to the state of Maryland.
This public&#45;private partnership is about three things:  jobs, jobs, and more jobs,&quot; said Governor O&#39;Malley.  &quot;These challenging economic times call for new ways of doing business.&quot;
3,000 of the jobs will be in construction &#45; both improving the highway and the port &#45; and the other 2,700 jobs will handle the increased container business.  Because of the nature of the jobs, this project will net more jobs per $1 million spent than the jobs that are created by economic stimulus funds.
In addition to new jobs, the partnership will net Maryland $1.3 billion over the next fifty years.
The agreement leases control of the Port of Baltimore to Ports America for fifty years. As part of the agreement, the company will build a new fifty&#45;foot berth and make other improvements to the port.
As the Panama Canal is being expanded, more large ships will be porting on the East Coast of the United States. With the capacity to handle larger ships, Baltimore will become one of the primary destinations for the increased traffic &#45; bringing even more revenue to the state.</description>

MSEA&#39;s Endorsement Council, comprised of state association leaders, local association presidents and other leaders of its 40 local affiliates, had unanimously recommended early endorsement to the more than 700 delegates from across the state.

Consistent with many of the suggestions we&#39;ve received from members of the public, we&#39;re implementing this holiday as we work to reform our government in these difficult economic times to make it more efficient and effective for the people of Maryland.&quot;

For every $10 million raised by the tax amnesty holiday, the state estimates that it will be able to add $7.2 million to the General Fund. The remaining money will go towards local governments and the Transportation Trust Fund.

Doing more with less is never easy. This is the first time in the last three decades that our state budget has come in lower than where it was three years before.
But by rooting out inefficiencies and embracing new technologies, we&#39;re finding ways to make government work again. Our state agencies are collaborating in unprecedented ways to serve citizens better; we&#39;re putting information to work like never before; and new programs like StateStat are helping us both to set goals and measure how well we meet them.

This is a great way for me to get to DC avoiding the use of metro&#39;s Red line unless the weather is too cold or wet for me to ride. This corridor is cool due to the shade from large trees as the railroad corridor has protected trees. I don&#39;t want to loose this trail to the Rail and hope that we can share the roadway. Also since there are a lot of trees it makes little sense to have an above wire electrical source you will be better of with a third rail or onboard fuel cell or electric vehicles, Not above ground powered trains. Every storm trees fall down. So unless your going to clear cut trees away, better to make the cars self powered hybrids or electric vehicles.&amp;rdquo;

	While I don&#39;t drive in the DC metro area any longer, that doesn&#39;t mean that I will never again.  For eight years I drove from Annapolis to Bethesda and I longed for the Purple Line the first time I ever heard of it.
	
	
	The outer loop section of the DC Beltway that runs between I&#45;95 through 355 is backed up daily (without the need for an accident to cause the delay).  This is a 9.25 mile section of the Beltway that during the morning rush hour takes 50&#45;60 minutes to navigate (on a GOOD day).  Add an accident to that volume and the delay easily doubles. 
	
	
	This traffic, along with the lack of a decent mass transit option is the solitary reason I do not work in the DC metro area any longer.  It was that bad. Anything that gets cars off of the road during the rush hours in that stretch will make significant improvement.&amp;rdquo;

Maryland will seek approval through the FTA&#39;s &quot;New Starts&quot; program to begin preliminary engineering and compete for federal funding for the $1.5 billion project.


Said Gov. O&#39;Malley: &quot;The east&#45;west light rail line will connect with Maetro and MARC in a way that will help reduce our dependence on cars by providing a reliable and environmentally friendly transit option to connect people with their places of employment, places of worship, and centers of economic development throughout the region. This is the basis for our Smart, Green, and Growing initiative.&quot;


The line will connect major employment and activity centers in Bethesda/Chevy Chase, Silver Spring, University of Maryland College Park, and New Carrollton with residential and commercial areas located in between, including the Takoma Park/Langley Park community. 


It will link both branches of the Red Line at Bethesda and Silver Spring, the Green Line at College Park, and the Orange Line at New Carrollton. The project will also connect all three MARC commuter rail lines, Amtrak, and local bus services. Click to view a map of the planned route.


With appropriate approvals and funding, construction could start in 2014 and service on the Purple Line could begin in 2018.</description>

In his keynote speech at the Kaiser Permanente Health Care Institute Forum this week, the Governor talked about the state of health care in Maryland:


	
	I think we&#39;d all agree that we can&#39;t have a society that respects and honors the dignity of every individual if 47 million of our fellow citizens don&#39;t have health care, or if we&#39;re willing to allow a child pass away because his parents couldn&#39;t afford to treat a toothache,&quot; said Governor O&#39;Malley. &quot;Speaking as Governor of a state where roughly 22 percent of our budget is dedicated to health care expenses, and where our citizens, their employers and their government spend $36 billion on health care each year, I can personally attest to the urgent need for reform&quot;
	


The forum&#45; held at the National Labor College in Silver Spring &#45; involved both the nation&#39;s largest managed care provider and the country&#39;s labor movement in order to examine health care best practices.


But the Governor wasn&#39;t just talking about the future &#45; he outlined a some accomplishments of the O&#39;Malley&#45;Brown Administration that have already made quality health care available to more Marylanders:


	Launched a partnership program among state agencies, small businesses, and health insurers to ensure that small business employees and their families can access top&#45;level health insurance.
	
	Expanded the eligibility for Medicaid programs to provide aide to the Maryland families hit the hardest by the economic downturn.
	
	Focused efforts and resources on Health IT and bio&#45;surveillance to optimize new technologies for a more efficient health care system.

	It&#39;s no secret that our nation is facing tough economic times. It&#39;s time again for us to make tough choices and today, I&#39;m presenting budget cuts totaling $280 million aimed at responsibly reducing the state&#39;s costs.
	
	
	I won&#39;t sugarcoat it &#45; we&#39;re making some painful choices that none of us wanted to make... and there are more serious cuts to come.  But the bottom line is, we have to balance this budget. We have to maintain fiscal responsibility. We have to do the right thing for Maryland&#39;s future. 
	
	
	We must do everything we can to prevent our children&#39;s education from suffering during this national recession and that continues to be my top priority.

	Because we&#39;ve made these tough choices, Maryland is now one of just seven states to still earn a Triple A Bond rating.

	I work at a Title I school where our families are heavily impacted by the economy.&amp;nbsp; Many parents have come to me about how they can&#39;t get jobs right now.&amp;nbsp; The number of families in need is growing and our ability to meet their needs stretched.&amp;nbsp; I have done probably triple the number of referrals to our Linkages program (a social services program)... As a school, we are doing everything we can to help these families so these children can be successful.&amp;nbsp; Please make sure no programs that would hurt children are cut (including educational budgets that serve the neediest children, such as making sure Montgomery County gets its fair share).

The cause of autism is still unknown. Statewide, the incidence of autism has grown steadily. In the past decade, the number of autistic children in Maryland&#39;s education system has risen from 1,600 to 7,500. 


In a show of interdepartmental support, Michael Busch, Speaker of the Maryland House of Delegates, Nancy S. Grasmick, State Superintendent of Schools, and John M. Colmers, the Secretary of the Department of Health and Mental Hygiene also participated in the summit.

Launched in February, Maryland&#39;s economic stimulus package website is a nationally recognized attempt to increase accountability. This site is just one more of the O&#39;Malley administration&#39;s attempts to bring policy and governance back to the people. 


&quot;Since taking office, we have operated under the very simple notion that a government that is paid for by the people of Maryland ought to work for the people of Maryland,&quot; O&#39;Malley said.  &quot;Whether responding to a national pandemic or a national recession, the basic principles of smart, efficient governing remain the same.  It is the rational application of human efforts to human problems that commands true accountability on all levels of government.&quot;


The site launched an improved interactive map that provides more detailed information and improves accessibility. With the new map, Marylanders can view funding tracks by department and by county. Additionally, users can send comments and questions directly to StateStat, Maryland&#39;s performance&#45;measurement and management program that runs the site.


The site reports that the state has spent $3.9 billion in stimulus funding. Health and human services, education, and transportation have received the lion&#39;s share of the funding. Nevertheless, O&#39;Malley views all of the economic stimulus funding as vital, calling it &quot;a true lifeline.&quot;


&quot;Were it not for these funds, we would have been forced to lay off 700 state employees, erode health care benefits, and forgo investments in public education which have produced record test scores and earned our state&#39;s schools a number on in the nation ranking for our public schools.  This critical legislation is helping us create and save jobs, and position our State&#39;s economy to bounce back from recession.  In Maryland, we share the President&#39;s commitment to investing these funds with maximum efficiency, openness, and transparency,&quot; the Governor said.</description>

Two teenagers were recently charged with animal abuse and cruelty after dousing a pit bull with gasoline and burning the dog. Phoenix, as the dog has been named, survived the burns, but &#45; due to kidney failure &#45; was euthanized days later. 


Officials at the Baltimore City Health Department are currently seeking help to find the culprits in a similar incident in which a cat was chained to a pole and burned with firecrackers. 


O&#39;Malley &#45; who owns three dogs and two cats &#45; says that he was &quot;deeply disturbed and saddened&quot; by this cruelty. 


Currently, Maryland law deems aggravated cruelty to animals through torture, beatings or dogfights a felony punishable by up to three years in prison and $5,000 in fines. And, abuse or neglect of an animal is considered a misdemeanor, which can levy a 90&#45;day sentence and $1,000 in fines.


The Governor and other government officials wish to deter Marylanders from engaging in such cruel and heinous crimes.</description>

The governor will start off the day at a prayer brunch with Calvert County faith leaders in Chesapeake Beach.


He will then travel to Calvert Memorial Hospital in Fredrick to participate in the ribbon cutting of the new Calvert Medical Arts Center. The new building will offer state of the art imaging capability, which will provide Southern Maryland cancer patients with easy access to all of the tools needed in the diagnosis and treatment process. 


After the ribbon cutting, Governor O&#39;Malley will speak with local officials in the State Cabinet meeting. The meeting will be held at Jefferson Patterson Park and Museum in St. Leonard.</description>

In the sixteen&#45;year&#45;long partnership, Maryland has played an integral role in fostering Estonia&#39;s democracy and strengthening its economy. O&#39;Malley and Mr. Nicolai Vojeikin, the Deputy Governor of the municipality of Harju County in Estonia, recently signed a memorandum of understanding that is designed to encourage social and cultural relationships between the two parties.

Governor O&#39;Malley held discussions with military and civilian representatives of the government, business leaders representing the local chamber of commerce, and the U.S. Ambassador to Bosnia and Herzegovina.


The State of Maryland and the Balkan nation have enjoyed an official partnership since 2003 and unofficial exchanges date back to January 1996. Thirteen years ago, the Maryland Army National Guard&#39;s 29th Mobile Public Affairs Detachment was deployed to Bosnia and Herzegovina immediately following the signing of the Dayton Peace Accords.&amp;nbsp; Five years later, Marylanders with the Maryland Army National Guard&#39;s 29th Infantry Division Light were deployed to Bosnia&#45;Herzegovina in the fall of 2001 as part of Stabilization Force (SFOR) 10.


Since their official pairing, Maryland has worked closely with Bosnia and Herzegovina to foster democracy, encourage a market&#45;based economy and promoting regional cooperation and stability.


&amp;quot;The State of Maryland very much values its partnership with Bosnia and Herzegovina and looks forward to continuing that partnership for years to come,&amp;quot; said Governor O&#39;Malley.&amp;nbsp; &amp;quot;Together, we have an opportunity to work collaboratively on issues of mutual interest, not just from a military perspective, but a business and economic perspective, particularly now as we manage through the effects of a challenging global economic environment.&amp;quot;


The Governor also met with local business leaders for a luncheon hosted by the local chamber of commerce, where he discussed opportunities of mutual interest that may exist between the State of Maryland and Bosnia&#45;Herzegovina. 


The Maryland National Guard holds approximately 20 partner events each year with Bosnia and Herzegovina. In July 2008 Maryland Air National Guard engineers were deployed to renovate a primary school in the town of Vlasenica and the Mount Igman War Memorial, which was dedicated to the three American diplomats and a French Soldier who lost their lives during the Bosnian War.


&amp;quot;Through this unique and innovative program, we are making a difference &#45; not just for the short term, but long term future of Bosnia and Herzegovina,&amp;quot; said Brig. Gen. James A. Adkins, adjutant general of Maryland and Secretary of the Maryland Department of Veterans Affairs.

and Stars of David with Marion Gray of the 116th/29th division (whose
daughter, he tells me, lives in Columbia). Mr. Gray&#39;s grandson and
son&#45;in&#45;law accompanied him as well.


He talked about friends he knew whose bodies lay in the cemetery,
talked about tributes over the years, strangers who had heard him tell
his story and then sent him money to buy flowers to be placed on the
graves of his many comrades. I sat down so he wouldn&#39;t have to strain
his neck looking up from his wheelchair. A crowd soon gathered &#45;&#45; with
him in his old uniform and me sitting on the grass, it must have looked
like a spontaneous story&#45;telling session was beginning. And so it was.


Very kind man, Mr. Gray. Patiently he sat among the white crosses
signing autographs for all who asked. Telling his story as his family
members did the same nearby. Three little boys from New York paid
homage with their pads and pens extended. I thought about what this man
and his friends had done for those little boys... and mine.

Saturday, Governor O&amp;rsquo;Malley joined President Obama in Normandy, France to commemorate the 65th anniversary of D&#45;Day and in particular, Maryland&amp;rsquo;s historic role in the invasion. French President Sarkozy and British Prime Minister Brown also joined Gov. O&amp;rsquo;Malley at the event.


The Governor was a guest of the 29th Infantry Division Association, which represents veterans of the sole National Guard division to land in Normandy on D&#45;Day.&amp;nbsp; The famed 29th Infantry Division was comprised of units representing Maryland, Virginia and the Washington, D.C. 


Governor O&amp;rsquo;Malley said of the solemn anniversary:


	
	&amp;ldquo;The historic landings here sixty&#45;five years ago remind us that our freedom must be defended, and often comes with the ultimate sacrifice. The beaches of Normandy are hallowed ground.&amp;nbsp; The efforts of those selfless soldiers, many of whom never made it off this expansive beachhead, and in particular those Marylanders from the famed 29th Infantry Division, changed the course of history.&amp;nbsp; Those soldiers who served so bravely here represented the best that Maryland had to offer, and as our greatest generation, deserve our unwavering gratitude.&amp;rdquo;
	


Governor O&amp;rsquo;Malley attended ceremonies held along Omaha Beach including observances at the American cemetery at Coleville&#45;sur&#45;Mer.&amp;nbsp; The Governor also visited the National Guard and 29th Infantry Division Memorials located in Vierville&#45;sur&#45;Mer.&amp;nbsp; Later in the day, he observed a wreath&#45;laying ceremony in the town of St. Laurent and attended a dinner held in honor of those 29th Infantry Division veterans who traveled to France for the 65th anniversary celebration.


Of the more than 288,000 Maryland men and women who served in World War II, nearly 6,500 never made it home.

to do to save them from the Nazis. At dinner last night, I sat with
Steve Melikoff from Maryland. His recollection what happened 65 years ago is so vivid and clear.

To celebrate the 65th Anniversary of D&#45;Day, Governor O&#39;Malley will join world leaders in France as a guest of the 29th Infantry Division Association, which is honoring Maryland&#39;s role in historic landings.


Gov. O&#39;Malley will remain in Europe as part of the State Partnership Program.  He will visit France, Bosnia and Herzegovina, Sweden and the Republic of Estonia.


The State Partnership Program brings together U.S. states, their respective National Guard units and emerging democracies throughout the world.


In Sweden, Governor O&#39;Malley will focus on environmental issues by visiting bio and clean technology companies and touring an eco&#45;friendly city.

I can&#39;t think of a better way to spend Memorial Day weekend than with the service members who work so hard and sacrifice so much to protect our country.

	Mr. Secretary, Admiral Fowler, distinguished guests, officers, midshipmen, alumni, fellow Marylanders, fellow Americans,  we in Maryland are very proud to be the home of the United States Naval Academy.  And we are very proud of all of you,... the future of the U.S. Navy and Marine Corps.
	
	
	It is a great privilege to share this happy day with you, and a humbling honor to have been asked to introduce your most distinguished commencement speaker.
	
	
	A great American once said that &amp;quot;responsibility is the greatest right of citizenship and service is the greatest of freedom&#39;s privileges.&amp;quot; 
	
	
	The 44th President of the United States is a living example of these words.  His leadership is inspiring Americans from all walks of life to embrace our shared responsibility to advance the common good,... and his leadership is awakening a renewed sense of hope and optimism in the American spirit.
	
	
	President Obama is strongly supportive of the United States military; he believes in giving you the tools and the support that you need to protect the safety and security of our families.

The most sacred responsibility that any government holds is that of
improving public safety. As One Maryland, we were able to do just that.&amp;nbsp;

Maryland&#39;s judges are now able to take guns out of potentially deadly situations when a protective order is issues, whether it&#39;s temporary or final.


This bill would not have been possible without Lt. Governor Anthony Brown &#45; who has been an invaluable partner in passing this legislation.


Thanks to a productive legislative session I was also able to sign several other bills today that will:


	
	Keep our roadways safer
	
	Minimize crime
	
	Protect elderly Marylanders and at&#45;risk youths
	
	Help our military families
	
	Improve our healthcare system.</description>

Secretary of Agriculture Tom Vilsack this weekend praised the state of Maryland for its proactive efforts to keep drinking water clean in an article he penned for the Baltimore Sun.


Maryland was the first state to participate in the U.S. Department of Agriculture&#39;s Conservation Reserve Enhancement Program in 1997 and since then has prevented 8.6 million pounds of nitrogen, 820,000 pounds of phosphorous and 149,000 tons of sediment from going into the Chesapeake Bay.


Just last month, Vilsack and Governor Martin O&#39;Malley amended the agreement to make it even easier for farmers and landowners to practice conservation.
