On Tuesday, 4/27, we officially announced our 2010 re-election campaign for Governor and Lt. Governor. In these difficult times, we need leaders who can make the tough decision and keep Maryland Moving Forward. That’s what this administration has done, and that’s what this campaign is all about.

• Thank you Lt. Governor Anthony Brown – the most effective Lt. Governor in America. It is great to join you here today. Thank you Katie O’Malley, Grace, Tara, Will, and Jack. And thanks to all of you for being here today in Baltimore, the birth place of the Star Spangled Banner.
• The City that – against all odds – stood up to foreign invasion and bombardment, the City that rebuilt after a devastating fire, the City that forged the ships and arms that won two world wars; the City that understands that our diversity is our strength, that we are all in this together and that there is more that unites us than divides us.

• Because of the tough decisions made, Maryland has fared better than most , but we still have more work ahead of us. Since the national recession began, too many of our fellow citizens have lost their jobs. Too many moms and dads have struggled to fight back the wolves of home foreclosure. Too many of our family-owned businesses have struggled just to keep the doors open,…
• Now, more than ever, we need a Governor who is fighting on our side!
• Fighting to move us forward,… forward for jobs,… forward for opportunity,… forward for our schools,… forward for our families.
• Some run for public office to take Maryland back, I run for office to move Maryland forward!
• And that is why -- with Lieutenant Governor Anthony Brown at my side once again – I announce my candidacy for Governor,… to move Maryland forward!
Jobs, Jobs, Jobs
• From the first days of this Administration, our overriding mission has been to do everything in our power to create jobs,…to save jobs,… to improve the conditions that allow businesses large and small to create jobs,… and grow our middle class.
• For, there is no government program that is as important or as empowering for a family as a job. And thanks to the hard work and perseverance of Maryland business owners and workers, last month, our State led all states in new job creation,… and to move forward, we need to keep creating jobs every month, don’t you agree?!
o The 5,700 jobs we are creating through a new public private partnership at the Port of Baltimore;
o The more than 800 jobs we are creating because we convinced GM to build their next electric drive motor right here in Maryland.
o The 60,000 jobs we are creating in Maryland through BRAC, the federal base realignment process.
o The jobs we are creating through our new Job Creation Tax Credit and Small Business Loan Guaranty Fund, and the nearly 20,000 jobs rebuilding our roads and bridges and water infrastructure thanks to the Recovery & Reinvestment Act.
Forward, Not Back
• When times are tough, we don’t make excuses; in Maryland ,… we,… make,… progress!....
… Progress that is only possible when we bring people together to make tough choices. Choices: cutting state spending, reducing the size of government to a forty year low. All while maintaining fiscal responsibility and making progress for the People of Maryland.
• In this election, Marylanders have a clear choice,… will we slip back, or will we move,… forward?!
• Now,… there are some out there who say they want to take Maryland back,… And to that, we might ask, “Back to what?” Back to the days when – in easier times – Maryland was falling behind? Back to the days of the biggest proposed spending increases of any administration in modern Maryland history?
Back to the days of $3 billion dollar increases in new property taxes, fees, and tolls?! Back to the days when college tuition was jacked up by 40%?! Back to the days when wealthy special interests came first and the needs of Maryland families waited at the end of the line?!
Back to the days when our schools went begging for funding and homicides were rising in our suburbs!
• Others may want to take Maryland back,… but together,… we choose to move Maryland forward!
o Forward with the best job creation numbers – last month — of any state in the nation,… and even more job creation in the months ahead!
o Forward with the record investments in public education, that have created America’s #1 ranked, best public school system in the country,… and higher achievement ahead!
o Forward with the lowest violent crime rate since 1975,… tough new laws to protect our kids from sexual predators,…and even safer neighborhoods ahead!
o Forward with more affordable college opportunities for more Maryland families, thanks to four years in a row without a penny’s increase in tuition!
o Forward with a Chesapeake Bay whose waters are getting a little cleaner, whose blue crab population is rebounding to its highest levels in years, and the real hope of a passing on a healthier Bay to our children!
• In Maryland , we don’t go back – we,… move,… forward!
What this Battle is About
• And that is why -- in the larger sense -- this battle is not about the next election, it is about the next generation, it’s a fight about the children of Maryland, it is about our right, our responsibility, our freedom to give our children an even better future than our parents gave us!
• The time is now, the battle is here. So join with your neighbors,.. join with us,… join our campaign. Give us your hand; give us your hope and hard work.
• I cannot promise you the road ahead will be easy, but, together, we can move forward.
• Together – out of these tough times -- we can move forward to a better, stronger Maryland .
• Together we can move forward to a Maryland where all of our children have a shot at a better way of life.
